Collection permissions

The dev administrator can upgrade this UUPS proxy, change future contract behavior or metadata, pause or stop new mints, and withdraw earned mint fees to the fixed dev recipient. The current implementation has no forced NFT-transfer function. Retire-and-freeze stops minting and irreversibly disables future upgrades in the current implementation while keeping NFT transfers and metadata reads available. Upgrade authority is a real trust assumption until frozen.
